From Ulm main station, take the S1 streetcar (direction Böfingen), which will take you to the exhibition grounds every ten minutes without changing trains; get off at the Donauhalle stop.

Dogs are permitted. However, myBotanika can be very crowded at times and not every dog will be able to cope with this in a relaxed manner. As the owner, you know your dog best and will certainly make responsible decisions.
